(This Interview Starts At 22:17 Mark On PODCAST Media Player). Bail is a basic part of American democracy.  The concept of bail is enshrined in both the Federal and Indiana Constitutions.  It’s a key part of the criminal justice system.  Appearing again on Afternoons with Amos were a number of African-American bail bond men and women and “recovery agents”. Bryon and Gina Frierson, along with Brent Smith, Danny Winston and Kevin Watkins appeared with Amos for over an hour explaining what bail bond agents do, why they’re licensed by the Indiana Department of Insurance, and the role they play in the”system”.  The Bail Bondspersons said that the state’s new Odyssey Court Management system is causing increasing delays between the time a family pays bond for a defendant until they get out of jail. A system that once took hours is now taking days. The Bail Bondspersons stressed that they work with what are called “surety bonds”, where the defendant or their family put up 10% of the bond’s cost.  And that it is a promise that they’ll appear for every court date. If they don’t, they forfeit the bond and the Bail Bondsperson can go after them with a legal arrest warrant to appear in court.  The five guests stressed that a threat to the system and their business is the increasing use of “cash bonds” by Marion County Judges.  In a “cash bond” the defendant or their family pays 100% of the bond’s cost. But if the defendant skips court, its the responsibility of the Sheriff to handle it. But said the Bail Bondsmen, the Sheriff has thousands of outstanding warrants to handle. And the system isn’t allowing the Bail Bond Industry to help. It’s an interesting insight into a critical part of the Justice System. It’s a fascinating hour interview you need to hear.
